Start with the program on your child’s award, then the type of purchase: a product, school tuition or a professional service. The same payment platform can serve several states with different rules. This reference links to the official starting points; it does not copy a vendor database that may become outdated.

Official ESA vendor lists and provider directories

Texas Education Freedom Accounts (TEFA)

Texas: education service providers and vendors →

Official provider and vendor information leads families to the authorized marketplace and program purchasing instructions.

Check the approved expense category and available balance. Computer hardware and software are limited to 10% of the annual funds transferred; the full homeschool award is not a computer budget.

Alabama CHOOSE Act

Alabama Department of Revenue: education service providers →

The official provider page and the student’s ClassWallet account are the starting points for participating providers and purchases.

All payments and purchases use ClassWallet. The CHOOSE Act does not reimburse families for out-of-pocket purchases. Apply the current handbook’s category, price and purchase-frequency rules.

Arizona Empowerment Scholarship Account

Arizona DOE: ClassWallet access and purchasing instructions →

Account catalog: enter ClassWallet through the Arizona ESA applicant portal. The Marketplace shows integrated sellers and Direct Pay vendors; Pay Vendor lists registered payees.

A ClassWallet registration is a payment connection. Check Arizona’s eligible-expense rules, the precise item and required invoice or credentials. A vendor appearing in another state’s ClassWallet program does not establish Arizona eligibility.

Florida scholarships administered by Step Up For Students

Step Up: vendor and product catalog →

Public catalog plus account marketplace: MyScholarShop handles instructional materials and curriculum. In EMA, Find Providers is the separate service-purchasing option.

Confirm whether the award is PEP, FES-UA or a private-school scholarship. Use that program’s purchasing guide and the exact item listing. A product vendor is not the same as a credentialed therapist or tutor.

North Carolina ESA+

NCSEAA: searchable ESA+ provider database →

Public provider database: search enrolled ESA+ providers, then check the current family instructions and the service category. Account purchases and approved provider payments use ClassWallet.

Use ESA+ rules for allowable expenses and required provider registration. The Opportunity Scholarship private-school list serves a different purpose and does not function as a homeschool curriculum catalog.

West Virginia Hope Scholarship

West Virginia: participating schools and service providers →

Public searchable directory: the state’s combined listing identifies schools and providers. Match the listing type and service to the intended purchase.

Verify the provider’s current participation and the student’s award. Apply Hope’s eligible-expense and payment rules; a listing is not approval of every service a business sells.

Marketplace seller, approved provider and eligible item are different checks

A marketplace seller supplies products through an account’s shopping system. A service provider may need credentials and program registration to deliver tutoring or therapy. An eligible item must fit the program’s permitted expense category. A school directory establishes school participation, not whether a standalone curriculum publisher’s subscription qualifies.

For example, Florida’s MyScholarShop instructions describe direct payment for pre-approved instructional materials and curricula. The PEP guide separately describes EMA’s Find Providers option for services. Choose the route that matches the purchase and scholarship.

How to verify a curriculum purchase

  1. Confirm the exact scholarship, award year and available balance.
  2. Find the seller or provider in your program’s directory or account. Match the business and the product or service, not just a similar name.
  3. Check the expense category, student level, subscription duration, quantity and any preauthorization or credential requirements.
  4. Use the authorized payment route. Direct purchase, invoice payment and reimbursement have different steps; do not pay out of pocket assuming every program reimburses.
  5. Keep the itemized invoice, proof of payment where needed, and the approval or order record. Follow refund and unused-fund rules.

What if the vendor is missing?

Ask the administrator whether the intended item has another authorized purchase route or whether the vendor must register first. Some programs allow eligible out-of-pocket reimbursements; others require account purchases. Arizona’s ClassWallet page explains how an unlisted school can seek registration. A missing listing does not establish approval or a guaranteed future registration.

Scholarship organizations and vendor lists serve different purposes

A scholarship granting organization administers scholarship awards. Its designation does not approve every vendor or item a family wants to purchase.

For Florida, use the separate PEP purchasing guide or FES-UA purchasing guide for your award.

Find another state or type of support

Use the 50-state directory to find other administrators and compare the types of support available. Public directories and account catalogs can change; the administrator decides eligibility and expense approval.
