NC ESA+ can support eligible home-school students

North Carolina’s Education Student Accounts (ESA+) scholarship serves students with disabilities who require special education services. It includes private-school, home-school and co-enrollment options. The Opportunity Scholarship is a separate private-school tuition program. Home-school families should investigate ESA+ eligibility rather than assume that an Opportunity Scholarship can be spent on independent curriculum.

The required disability document is specific

NCSEAA requires an Eligibility Determination issued within the last three years by a North Carolina public school or a Department of Defense school located in North Carolina. A private diagnosis or a generic IEP is not a substitute for that document. The official documentation page lists the required fields and says it must be uploaded through MyPortal within seven days of submitting the application. Obtain the correct document before applying and follow current instructions for the application cycle.

Award levels and the amount available for curriculum

The official ESA+ overview lists a base annual award of $9,000 and $17,000 for students with certain designated disabilities. These are award levels, not unrestricted income. For home schools, funds are used for allowable expenses rather than tuition. For private-school students, tuition and fees can reduce the amount remaining for other purchases. Budget from the student’s confirmed award and account balance.

How ESA+ home-school purchases work

NCSEAA’s payment guide says home-school funds are deposited into ClassWallet twice a year, for fall and spring, and parents use the account for allowable purchases and provider payments. Private-school direct payment and tuition reimbursement follow different processes. Families receiving both Opportunity and ESA+ must use a Direct Payment School; tuition is paid in the specified order before remaining ESA+ funds move to ClassWallet. Do not apply a tuition reimbursement workflow to every curriculum purchase.

Application timing and current-year policies

At the September 17, 2026 review, NCSEAA said the last 2026–27 award offers were sent August 21, with a final September 11 acceptance deadline. It announced that the 2027–28 application would open the first Monday in February. The 2026–27 pages also flag updated academic-spending and service policies. Current recipients should read the current rules and account tasks before purchasing; a past award deadline does not imply a new application is still open.

What this means for homeschool curriculum

A private-school tuition scholarship is not a general homeschool stipend. Families considering ESA+ should verify disability documentation, the intended education arrangement and curriculum expense rules with NCSEAA; do not transfer Opportunity Scholarship rules to ESA+.

North Carolina Education Student Accounts (ESA+)

ESA+ helps eligible students with disabilities pay for private school or allowable home-school expenses.

Federal scholarships starting in 2027

North Carolina has made an advance election to participate in the Education Freedom Tax Credit (also called the Federal Scholarship Tax Credit) for 2027. The Education Freedom Tax Credit (EFTC/FSTC) is separate from the state options above. ECCA refers to its earlier legislative proposal.

IRS participation list, as of : advance election recorded. An advance election does not establish an approved SGO list, an open student application or an awarded scholarship. Check the Education Freedom Tax Credit guide and how to find an SGO for the next steps.

Your next steps in North Carolina

  1. Check residency, grade and disability eligibility on the current NCSEAA K12 site.
  2. Obtain the required Eligibility Determination before applying.
  3. Follow the current application cycle or, if awarded, complete MyPortal tasks and review ClassWallet expense rules.
  4. For any funding route, confirm the student’s award, the exact expense and the payment process before committing to a purchase.

A state’s home-education registration, a scholarship award and approval to buy from a particular provider are separate decisions. Keep the current handbook, award notice and purchase documentation together.

Common questions

Can NC ESA+ be used for homeschool?

Yes, ESA+ includes home-school options for eligible students with disabilities. Home-school recipients use their funds for allowable expenses through the program’s ClassWallet process.

Is an IEP or medical diagnosis enough to apply?

NCSEAA requires the specific Eligibility Determination from an eligible North Carolina public or Department of Defense school, issued within the last three years. Use the official documentation checklist; a private diagnosis does not replace it.

Can I use both ESA+ and Opportunity Scholarship while independently homeschooling?

The official payment guide says dual-award students must attend a Direct Payment School. The Opportunity Scholarship is not a general independent-homeschool curriculum account.

Can North Carolina homeschool families use these options?

A private-school tuition scholarship is not a general homeschool stipend. Families considering ESA+ should verify disability documentation, the intended education arrangement and curriculum expense rules with NCSEAA; do not transfer Opportunity Scholarship rules to ESA+.
