South Carolina ESTF: Eligibility, Waitlist & Curriculum
South Carolina ESTF has explicit education-arrangement restrictions. The 2026–27 administrator says participants cannot homeschool under the state’s Option 1, 2 or 3 routes.

ESTF is not an independent homeschool account
For 2026–27, South Carolina’s ESTF excludes the state’s three independent homeschool options. A family should confirm the required enrollment arrangement before assuming that buying a curriculum at home qualifies. The current administrator page also lists residency, age and income requirements, which must be checked for the individual student.
A waitlist place is not available spending money
The administrator reports that the 2026–27 capacity of 15,000 awarded students has been reached and offers a waitlist. Joining that list does not establish a funded award. If admitted, use the actual account and current purchasing instructions to determine which providers and expenses qualify before paying for a supplemental course.
What this means for homeschool curriculum
The ESTF homeschool restriction is central to a family’s decision. A scholarship expense category that includes educational materials does not override it. Families continuing independent homeschool should plan their curriculum separately from an assumed ESTF award.

South Carolina ESTF provides scholarships for qualifying education arrangements with specific household and enrollment requirements.

- Who can qualify
- The 2026–27 administrator page lists residency, age, income and enrollment conditions. Confirm the complete requirements for the student.
- Award and budget
- Use the current administrator’s award notice. Eligibility alone does not secure an award when the program has reached its capacity.
- How home education fits
- The administrator explicitly says students cannot homeschool under Option 1, Option 2 or Option 3 for 2026–27 while participating.
- Curriculum and permitted expenses
- Use the ESTF approved expenses and education service provider rules. Independent homeschool curriculum purchases do not bypass the enrollment restriction.
- Applying and using funds
- The official administrator reports the 2026–27 capacity of 15,000 awarded students has been reached and provides a waitlist. Joining the waitlist is not an award.
Federal scholarships starting in 2027
South Carolina has made an advance election to participate in the Education Freedom Tax Credit (also called the Federal Scholarship Tax Credit) for 2027. The Education Freedom Tax Credit (EFTC/FSTC) is separate from the state options above. ECCA refers to its earlier legislative proposal.
IRS participation list, as of : advance election recorded. An advance election does not establish an approved SGO list, an open student application or an awarded scholarship. Check the Education Freedom Tax Credit guide and how to find an SGO for the next steps.
Your next steps in South Carolina
- Read the administrator’s current eligibility rules, including the homeschool restriction.
- Check the published capacity and waitlist notice before assuming an application can receive funding.
- For any funding route, confirm the student’s award, the exact expense and the payment process before committing to a purchase.
A state’s home-education registration, a scholarship award and approval to buy from a particular provider are separate decisions. Keep the current handbook, award notice and purchase documentation together.
Common questions
Can traditional homeschool families use ESTF for workbooks?

Can South Carolina homeschool families use these options?
